The construction status is a feature associated with Sitebuilder Plus sites. New sites created would be constructed inside of the new Website Builder editor, so you should not see that construction status with a new website.

The archive is just files. The reason you can see them on your desktop is because you have the Sitebuilder program that is able to read them downloaded. You do not and cannot have that program on a flashdrive.
