HOW TO ADD A MENU:
Select "Insert" > "More" > "Navigation Menu". You can add a new menu or use the original Site Navigation Menu.

You can create and add images as well. You'll need to link the images as you would a menu title.

I don't find an "insert" option. Is there no way just to change the format of my current menu button from drop down to a row option menu?

You are use SB+?
Select the editor > More > select new menu.
