spam email

Received an email from snieb.org  telling my my domain registration has expired and needing a  payment of $67.00.  Is this legit?  I thought the domain expenses were all part of my monthly payment.  

Also, I do not find any email contact for Homestead anywhere on their site.  They need to provide better access.
