I have not been able to send out any emails. I can receive them but cannot respond back or compose new ones. Comes back email,not sent.

What is the email address? Are you using Webmail or Outlook?

Sorry, I found the issue. Your email address appears to have been compromised and used to send large amounts of spam. Outgoing mail has been suspended. You will need to run an updated security software scan(full system) and then update your password to one that has never been used before. Let me know when you have done that, and I will unsuspend it.
