Mobile website will not display desktop view

I have a webpage with elements that do not properly translate into the streamlined mobile format. I know when viewing the mobile page in the editor and going to settings, you can toggle between desktop or mobile sties being displayed. the problem is that even when i have desktop view toggled and saved and published, the mobile page will continue to load instead.
