If I were to switch site builders, could I keep the same domain without paying for both?

- If I were to switch site builders, for ex. from homestead to webs.com, could I keep the same domain without paying for both?

- I have no problem with homestead, but we have someone working on a new look for our business and they prefer webs.com.
