How To Add Constant Contact to Account (It is Showing Error)

I want to add constant contact for $10 a month. First, it would not let me because it said something was wrong with my state. I live in Canada and yet it still gives me the option to type in a US state and no option for a Canadian province on my account information. Now it is saying there is an error and to try again later when I try to add this service. How can I fix this and add this service?
