How do I create a newsletter mailing list?

How do I create a mailing list and manage the sending out of newsletters?
...This may be a silly question, I mean... do I just use a simple form to collect names and emails and send out our newsletters manually to each? or is there any function for me to "click all" or something like that to send out newsletters in (relative) bulk?

I send out our organization's newsletters in a pdf format with links to our website stating "Read More" if the article is too long for the newsletter. I create our contact groups using the email provided by Homestead (Roundcube Webmail).

There are also options like Constant Contact for bulk mailing. If you log into your Homestead account, you'll find more info on costs.
In Website Builder, we do have a "Join My Mailing List" element under the Contact category. Then you would create a group of contacts you collect.
