Does the mouse over feature work with text?

I have four images on my homepage that I have linked to secondary pages. I would like to add a text box that only appears when the mouse moves over the image to let the user know there is a link associated with this image. I have seen the mouse over under animation, but it does not show as an option for text. Thank you.
