submission of form not being accepted "forbidden"

Even though I have edited my registration page, saved it and have gone to the application to paste it in, it shows up in the application, but when I attempt to run the application it is not there and there is a message "forbidden"  What is going on, I need to apply it to the application?  why is it forbidden that it won't be accepted by the application?
