parallax effect not showing on iPad

The parallax effect is not showing on iPad safari and chrome browsers for my home page. It's working on all the other site pages on iPad and works on all the pages on a laptop safari browser. The section affected is the 3rd section with the contact information. You'll see on a laptop that there should be an image of the hospital sign in the background with a parallax effect. I've tried other image files also. I also tried turning on the parallax for the 2nd section just to see what would happen, and the background image disappears when I turn parallax on.

Any ideas?
