Is there a way to build a website and then when it's done and ready, transfer the domain and that whole website AS IS to someone else's Homestead account?

Yes, you can transfer a Homestead domain and website to another Homestead account. To move the domain, unlock it and obtain the authorization code in the 'Domains' section, providing this to the new owner to initiate the transfer. To move the website, you must work with Homestead support to ensure it is properly connected to the new account.  Steps for Transferring within Homestead: Domain Transfer: Log in to the account currently holding the domain. Navigate to the Domains section. Unlock the domain and ensure privacy protection is disabled. Request the authorization code (EPP code/domain password) to be sent to your email. Provide this code to the new owner to initiate the transfer. Website Transfer: Since direct 'site transfer' buttons may not exist, contact Homestead Support to facilitate moving the website files, database, and settings to the new account. Alternatively, you can change the site association in the domain management settings to point to a different site, but this does not move the underlying site files.  Important Notes: Domains generally must have been registered or transferred at least 60 days prior to changing registrars, though internal account transfers may be faster. Email addresses associated with the domain may not function during the transfer process. Ensure the new account is active and prepared to accept the site
