pdf files download instead of displaying

I have several links to pdf files that used to open either in the same window or a different window, based on the settings i set for each file.

Now, the files open when using Edge, but download using Chrome.

Is there a settiing I can use to open these files in Chrome, or is this an unannounced feature in the latest version of Chrome?
