Spam file always empty

I view my e-mail in Outlook classic. There is a spam file but nothing ever goes in there. I'm missing an e-mail I know someone sent and am worried it is just being deleted. Is there a way to set the spam file settings? I also looked in the WebMail for this e-mail and there is a junk file folder there with nothing in it.
