Hotmail keeps rejecting emails

Whenever I email a client as return response or new email I get rejected by hotmail. The bounce back says:

"This message was created automatically by mail delivery software.
A message that you sent could not be delivered to one or more of its
recipients. This is a permanent error. The following address(es) failed: 

SMTP error from remote mail server after pipelined end of data:
   550 5.7.1 Unfortunately, messages from [66.96.185.10] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3140). Any ideas how to fix this? HELP!!!

Hello, 
Sometimes, on shared hosting where many customers use the same email servers, they get detected as contributing to spam and unnecessarily get blacklisted by a few recipient email servers and RBLs. We do have a system in place that monitors our mailout server IPs for their reputation at RBLs that sends out reports periodically. Our Network Operations team rotates the blocked IPs automatically and that should resolve any blocks our servers may have, given time. We do recommend trying to resend the bounced emails.
Additionally, we have already informed our engineering team regarding this issue and our engineers are working towards a fix on increasing the reputation. I'm afraid we do not have an ETA on this. We appreciate your patience while we resolve this issue.

Since a few days before Memorial Day my website has been unavailable due to cloudflare issues.  I have had no e-mail problems since I have NO orders and NO customers. The cloudflare issues seem to be corrected but the page and file manager is shuffled and I cannot get past the second level of files.  When I try to open individual pages I get this message "The resource you are looking for has been removed, had its name changed, or is temporarily unavailable. " the pages and images are in the sitebuilder P&F page so the information is still there. Over the past 20 years I used this page and file manager to design and maintain my website https://www.homestead.com/~site/Scripts_SiteManager/SiteManager.dll?CMD=CMDManageFiles&WorkingDir=files I now see that most of my files and pages are no longer there. I have the TOP but the files only has one page and should be full of image folders. When I try to import the other pages I get this page "

Hello Kathy Wildman,

The TXT record associated with your domain needs to be replaced with this record:
v=spf1 ip4:66.96.128.0/18 -all

 

Since the domain is pointing to Cloudflare, you will need to load into your Cloudflare account and update the TXT record there. After that has been completed, please try to resend once more to the Gmail address.

Are you able to log into your Cloudflare account at the moment? If not, Cloudflare does offer phone support and may be able to assist with a password reset. Once you are logged into Cloudflare, or have Cloudflare on the phone, you can provide the TXT record:
v=spf1 ip4:66.96.128.0/18 -all

When I tried the Cloudflare page they only have telephone support if I upgrade to a business account. I did list a query in the community support but it needs to be approved by someone before I can get help. In the mean time my website is invisible.

Our phone support team may be able to help with walking through your Cloudflare account to the necessary pages, but it may be limited at certain times. 
Additionally, this link from Cloudflare should at least get you to the DNS page where you need to then locate the TXT record and replace it with the one provided.

I'm quickly starting to think the only solution is to move my website and email to a real company that actually provides customer support. They sure charge my credit card every month but can't seem to get the customer service part of the business right!     info@cleanyourcastle.com

Any bouncebacks being recieved from Google should be resolved on your end. However, it should be noted that bouncebacks from Outlook or Microsoft related email addresses may continue to deliver a bounceback. While this is not ideal, please note that we do have engineers continue to work on resolving this issue.
