Background Image Size

Hi, newbie here. I'm trying to place an image on the background of a section. I can add it, but it is too big. I have tried to make it smaller. When I Clear, Upload, and reinsert the image, it is still the same size as the original, which is too big. I even tried renaming the image and standing on my head. HELP!! Thank you
