MOBILE FRIENDLY VERSES DESKTOP

I hope someone can help me. I have bee creating my website, and have been playing around with the "size" of each page to get it to look correctly, somewhere in the middle if a person is using a mobile phone or desktop, its frustrating... How can I convert or get it to look more appropriate on a sma

Im also using Site Builder... I cant figure how to pull up the web builder, not sure if they are interchangable or not.
