Shipping Charges Different With Orders Made Via Desktop and Mobile

I have configured the shipping charges in my store to reflect the total amount of an order placed. If an order total comes to $20, shipping should be $6.95. It has worked up until this point. This morning, an order was placed from a mobile device (android) and the customer was only charged $1.95 for shipping. Why would there be a difference?
