can't get picture and text boxes to stay where I locked them

Even though I lockes 3 text boxes and 2 picture, they overlap once I publish.  What can I do?  I was told to make separate text boxes and I placed pictures in between, but they still overlay when I publish.  How can I keep them a distance apart?  I think there is a way...
