This is a worldwide problem for those using Desktop Site Builder. I called Help and was told "engineers" are working on it (about 2-3 weeks ago). Site Builder Plus is available on the Homestead home page for edits, but you need to switch from a second site of yours to the site you want to work on to get the Edit option in the drop down box. If you do not have a second site, create a "dummy" one for this lofty purpose.
UPDATE: Elyzabethv posted that desktop version is dead because of incompatibility with security module for sign-in (captcha, I suppose).
