I cannot access DNS records like the help article shows

When I click on Domains, there is no place where I can actually modify DNS records.  It just forwards me to my billing page.

Hello, that is because the account attempted to bill and was not able to collect. I have set the account back to active and you should be able to edit the DNS records again. I would also recommend updating the card on file if necessary to allow the account to properly bill.
