I don't see any mention of which file to download if you are using windows 10. Does the windows 7 version work?

Sitebuilder desktop can usually be made to work on any Windows version, but as it relies on some older Microsoft elements sometimes there can be unresolved problems. On Windows 10, .NET 3.5 must be enabled, and you must run the Microsoft J# 2.0 installation or repair to get Sitebuilder to work. You may also need to run the repair after a Windows update.
