I am trying to edit an attached file to a button on my site navigation bar but it will not allow me to highlight the bar or edit anything on it.

Try this:  LAYERING ELEMENTS:
Layering procedure: Select the element > right click > choose your layering command.
The help section has no explanation for the "Bring Forward" "Send Back" elements in the Image Setting menu. I don't think they have any purpose currently. Perhaps they did. what we've been trying to make them do, at one time. The programmers should try fixing that. It's very misleading. Also, there's no other explanation for layering. Layering is an excellent feature. Now you know how to use it, you'll find many applications for it.

I'll bet it is a layering issue also but I can't even highlight it. Therefore when I right click the menu won't come up that gives me the option to click on layering command.

I figured it out. I had to click the icon next to page settings at the top that displays a yellow box saying, any changes you make will appear on all pages, after you click it. Kind of weird, I think.

That's your Master Page setting. When Master Page is on, edits will appear on all pages.
