Why do you force the toolbar on top of the text or picture I'm working on?

Why do you force the toolbar on top of the text or picture I'm working on? I'm CONSTANTLY moving it out of the way, and it keeps popping back. It's insane that it is programmed this way.

Hello,

It is to indicate what element you are editing. Unfortunately, we do not have a way to change the default position that is how it was created by the developers. It does allow you to click on it to move it if need be and I can send some feedback to the team about the placement.
