WHY ARE THE HEADINGS THE SAME ON EVERY PAGE, THE POINT OF A WEBSITE IS EACH PAGE HAS ITS OWN CHARACTERISTICS, WHEN I CHANGE THE HEADING, IT CHANGES ALL OF THEM. LOOKED IN SETTINGS AND YOU CANT TURN IT OFF, THERE IS NOT AN OPTION.

The header section and footer section will display on all pages. There is no way to change that. Current design also favors consistency of pages. The middle section(s) can be customized to provide the individual characteristics you want. If you wish, you may delete the header and/or footer sections and build your own individual pages. The only drawback is that you would then need to manually add the "header" elements to each page.
