It has been rolled out to most accounts but maybe yours has yet to be updated. If you log in to Homestead, look at the top right to see the Add New Website, that will launch the new builder. However, it could be your account is set as a single site so you would not see the add site button. Check the log in screen and see if the icon is there...

I'd like a response as well to this question/problem.  I don't have this icon either and would like to rebuild if the new version has been rolled out.

So once I have created my new site, can I publish the new site with my original URL ?

Well a big Yes ( and a little no ) Martin. Just think of moving house your website as your new house and your domain name as your new postal address. Once you have your new responsive website  ready for public viewing, you need to advertise your address Or in this case your domain name needs to be pointed to you new website address. it was yoursite.homestead.com... the new site will be like yoursite.homesteadcloud. com ( check this please) not had a look at the current builders url.  So bottom line is you need to make sure your domain name is pointing to the new website address.

Once you are ready to publish your new website, you can then associate the domain to it so it opens up from there.

Like what Brian mentioned, you can create a new website and start working on the new builder if you go to Website Manager, click Add New Site, then Choose Design, and start from there!
