When I update my web sites, all of a sudden duplicate, unaligned borders are appearing! How do I get rid of them?

Sites were working fine. However, if I make any change;e.g., change a word, lines that were around sections of the page, all of a sudden are duplicated or triplicated and don't always line up. For example, see the lines around the main section of
https://persimmon.homestead.com/ResourcesVoIP.html
compared to
http://persimmon.homestead.com/Resources.html

Also, notice the triplicate lines under the logo section. Apparently, if a page that was working correctly on homestead is re-published, it no longer works correctly. What can be done to fix this problem?

I see on both pages the page width is different, try setting these to the same under Page Settings, then Background, Links, Footer?

Also, on both pages, make sure the HTML box are set in the same position and size?
