I have been using SiteBuilder Plus, but it is limited in its features. How can I access or download Website Builder?

If you log in to your Homestead account, click on Websites Manager. You will see "Add New Website". This will automatically be created in the newer builder.

Do I have to start over and recreate the entire site to use the newer builder?

Correct. The newer builder is a better product, and you would have a mobile friendly, responsive site. I highly recommend switching.
If you do not have the time to rebuild it yourself, I can have someone call you to discuss having one of our professional designers build it for you .

Thanks. How do I use the same domain name?

Once you build the new site, you can switch the site association for your domain to the new site you built. It is a very easy process.
