Uploading smaller, still 'complete' photos

In the old days of Homestead, I could upload a photo and make it any size I needed for my site. Now, I'm forced to use a size that is dictated by the limitations of Homestead's 'photo shop' app. These photos are larger than I need, but I can't downsize them without losing the visual content I need. I've tried everything I can think of to import a smaller 'complete' photo from different photo apps on my computer, but they revert to original size when I upload them to my site. Surely there must be some way to upload a smaller version of a photo without losing the visual content. What am I missing...?!

Paint is also useful for resizing.

What page are you working on and what image? You should be able to change the size of the image by dragging the corners. If you added it as a gallery, then you can't resize it, other than by the thumbnail size.
