When I finish building my new website using a template, will it display responsively on tablets and smartphones, or do I need to take the next step and use the Duda rebuilding tool for viewing the website on smaller devices?

Stan - You might see a little difference in them, but for the most part, all 3 of my sites work well on PC, iPad and iPhone.

It can depend greatly on what you do with the site. The templates are not responsive, so if you are not happy, then you may want to look into Dudamobile.
