Setting Up Sitebuilder

The laptop that I've been running Sitebuilder (original) on since 2013 imploded after Windows latest round of updates.  I'm trying to set up Sitebuilder on a new laptop.  The program keeps saying I'm not online - probably related to firewall or some other security issue. I am trying to make Sitebuilder allowed in my firewall list but so far it's still not connecting.  Wondering if anyone has any tips.  Thanks.

The only workaround I have available for you to try to get Sitebuilder Desktop to work is this:

Thank you.  I should add that I was running Desktop with Windows 10 until last week, but I had disabled Windows updates for the past year.  I will give this a shot.  I hope it works.  My only other recourse is to move to another host that has a file manager.  As I am aware, Homestead moved away from a file manager.  If that has changed, please let me know.
