Says not connected when try to publish

When I try to publish my changes I get the following message: "Internet connection Required
you must connect to the internet at this time.  once you are online, click connect to continue. 
if you're already online, you may have software that prevents sitebuilder from connecting to the internet." 

I'm definitely connected to the internet, and I have no idea what software could be preventing sitebuilder from connecting.

Noticing this issue on my work laptop. It is possible my Company is blocking access.  I am using their internet.  I have uninstalled and reinstalled SiteBuilder app in a new folder. Upon running SiteBuilder the app is immediately "Offline."  I click Help and click "Connect" button but it does not.

I'm forced to use another laptop or update my sites at home.
