Oh I see why you do not see the option, you have to create your blog first. Click Blog towards the bottom left, then click Create A Blog. This will show you templates to choose from, then afterwards, you get the option to select the Blog Elements.
Can you try adding your blog and seeing if this works for you?

I have an outside blog with blogger. How can I insert a blog feed to my website. I see Social Media but no RSS feed. Also the Facebook Page insert does not work for me. It will not go to the right page. The search thinks it knows what page I want to go to and overrides my actual address of my facebook page. I know the link address but it goes haywire on search.
