Getting Quota exceeded (mailbox for user is full) error.  I have deleted hundreds of emails but size of box is not shrinking.  I have even upgraded to 10GB storage, still can not receive any emails.

It appears you have cleared some space. You did purchase the 10Gb, but did not apply it to the mailbox. If you go to the email tab and manage your email box you will now see it as 10gb. You may need to log out of Webmail and  back in to see it.

Just keep in mind, once you purchase the upgrade, you do have to go back and assign it to the desired mailbox.
