PDF Files are trying to save to my computer

For some reason my PDF files that I upload to my web site are trying to save to my computer instead of opening as a pdf file.  Can't figure it out. 
I upload my pdf, then link it to my webpage, then publish, but now when I try to open the pdf, it wants to save as a pdf to my computer. 
Not sure what is going on.
Am running a Dell Insprion 64bit desktop.  Firefox 58.0.1 
When I open on my lap top, it opens just fine as a pdf, so is publishing, but not on my computer.

Do you have a program that reads *.pdf files on your computer? Also something to keep in mind, WebsiteBuilder's behavior intends to prompt a *.pdf file to be downloaded to your computer when trying to view it from a published website, instead of it opening within the same browser.

I found out it is Firefox that is causing the problem.  IE opens them just fine as a PDF and does not try to save to my computer. 
It only happens in Firefox,  if you have a suggestion on how to fix that, I'd be willing to try it.
So yes, I can save to my computer, and then open them just fine.  But that is not what I want.  I would like to just open them.
