Paypal Registration Process is not clear

I am trying to follow the instructions on adding paypal to my account and I can't get there. the instuctions are as follows PayPal Elements

Error: there is no PayPal account connected to this website

You must have a PayPal Business* account connected to your website to use PayPal Elements.

To connect your PayPal Business account to your website:

Click the Home icon on the left side of your SiteBuilder screen.
Click the My Account link. You will be logged into your website account.
Click the My Websites tab.
Click Show website options in the middle of the My Websites page.
Click the Manage this site's PayPal link.
Enter the email address associated with your PayPal account in the PayPal email address field and click Update.

There is no "My websites tab to begin with, and it leads me to believe that if selling 10 or fewer products - the service is free other than the transaction fee, is that correct?
