Many websites on their navigation menu when you scroll over the button more options appear. How can I do this

Our new Websitebuilder has the feature built in. If you create a new site, you will automatically be directed to Websitebuilder and its templates.

In Sitebuilder you would need to use a 3rd party menu builder that provides you the HTML for the menu you build.

I actually just started this new website. But using i guess the same profile of my old website so not sure what version of site builder I am using for this new site i am creating

All your sites are Sitebuilder Plus. To see the new builder you need to create a totally new site. On the Websites manager page, you will see an Add new site link at the top right. That will create a new site.
