Linking text to an anchor on the same page

My question is how do I connect text on my page - my page, not site - with an anchor link thingy on the same page (page I mean page when I say page, I don't mean site, although it is on the same site)? the anchor was left over from before when I used the desktop editing program and not website plus.

If you want to link text to a an already existing anchor link, just select the text that you wish to link, click on the Link button on the right side, and in the pop-up box click the links shown. Any existing anchors will appear in the dropdown.

This is OK but what if I follow these steps and no anchor shows up to be placed in the text?

Also, how do I remove various anchor link notations in that drop-down box... or are they there forever?

If you actually delete the anchor from the page, it removes itself from the drop-down menu.
