I've been looking, and this feature does not seem to be available. I want to add a button to the mobile site so a user can click to call, or click to text.

You can make the phone number "clickable/callable" through the LINK button. Highlight the number or text you want to activate. Click on the "link" tool.  There is an option to put in a phone number and that makes it a live action.

If you are talking about a Website Builder site, then Lynn is exactly correct. You just need to add the button or icon and click the link option. One of the choices says "Phone number".
Any Sitebuilder Plus sites, this would need to be done via HTML.

This is dependent on peoples phones. It will bring the phone number up in their phone and it is up to them at that point whether they call or text.

on iPhone, it calls only. To text, a command would need to be offered as another option to open the messaging app.

I just edited at "email us" speech bubble icon on there to say "text us" and linked the phone number.  It seems to work fine.

I see, you are welcome to get the HTML for that functionality and place it in an HTML element on your website.
People on Android will be able to text, call, or save the number, but people on iPhone will not.
