The old stats page used to show IP address for troublemakers to be ID'd ... I no longer have the ability to see any IP stuff on this new state page, so is there a way to block a certain IP from being able to view my site?

It is a very unusual request. It has never been a function we offered, so I do not believe we would add it when so few people have requested it over the years. I suppose it is possible, but it is not currently in the plan.
