Is there a particular format to enter the page names and description? So I just type it in or are there symbols, etc. needed? I also need to know how to add meta tags? I have a basic website that's not the greatest right now, but I would at least want it to show up! Any help would be greatly appreciated!

Which site are you working on? Page names and descriptions are meta tags. You may be referring to meta keywords, specifically. These can be added, but differently depending on the site. Also, while you can add keywords, they have not be used as a ranking tool in several years. They keywords you want need to be in the text of your web pages.

I am on Sitebuilder plus. So there is no format such as <="home page"> or anything like that? I just put in what I want in plain English? Plus, I heard that you want to put in the phrase that you think people are looking for first, then your business name? How do I separate the two in the page name section?

Oh yes, whatever you want, and in plain English. It is best to have unique titles and descriptions for each page that provides a brief description of what you will find on the page. Take the opportunity to a enter any info you like, but not too much. Title should be short and the description 1-3 short sentences. The title appears in the browser tab and is the link on search results. The description will display under the link in the search results.
