Is it legal to put a link to another website on my website?

I'm a Doberman breeder and have a website providing information about my dogs. I would like to add this link http://www.instituteofcaninebiology.org/blog/solving-the-problem-of-genetic-disorders-in-dogs to my puppy page to help individuals better educate themselves about the genetic problems we face. I would like to know if this is legal? Is there a particular way this must be done? Can this link be displayed on my site just as it is here or should I have a box to click on that redirects someone to this site?

What I would recommend doing is contacting the site owner and asking if you have their permission to create a back-link. It looks like their Contact page is not too hard to find.
