This is a matter of contention. It is almost impossible for links to hurt you. They are made irrelevant by Google's bots, as they constantly evaluate the quality of links and rank them. If they are irrelevant or bought, they are just dismissed and they don't help you. Google's problem in this regard is that they want people to earn ranking via quality content. There are link farms out there that people pay to get links to their site and artificially boost organic rankings. Google dismisses these links, so they are a waste of money. Some people believe Google will penalize you for these links, but the problem with that is that if penalized, then you can achieve a very similar result by paying a link farm to link your nearest competitor and kill their ranking, so they don't do this. They just discard it from the ranking.
