From your previous post you stated that you were using sitebuilder plus or desktop sitebuilder. Because those builders are old school html and not responsive I don't believe there's a way to place an reactive image onto a page. What can be done is to cover a regular image with a different element that will react when moused over by turning opaque/clear. I would look for a CSS script that could be placed into an html box that would cover the image and react when moused over. If you look hard enough you might be able to find an older html script that would work but I don't think you would have as many color/sizing/etc options.
If you were using the newer website builder I would recommend finding a plug-in that would enable the effect you're trying to achieve. Unfortunately finding a plug-in that works might be a lost cause as I've read on this forum that websitebuilder has limited plug-in capabilities.
