Select Insert > More > Mouseover Effect > Use Mouseover Effect setting to insert your two images. Size the two image to suit yourself.

More is a selection Insert from you tools bar > "More" is on the far right of the edit icons.

iS THIS THE DESKTOP VERSION? Shouldnt be this difficult to find. I'm very tech savvy and do not see what to do this.

Which site is it. You have both Sitebuilder Plus sites and Websitebuilder sites. They are both online.

I just realized I had a few different sites.. and a couple of them have different forms of Homestead. A couple of the older sites still have the option to do the mouseover, but not the Plus site.

You can add an image to the page and then go to the settings. Add a behavior. Select Pop up image and then select the desired trigger. The default is set to Mouse click but you can switch it. Mouse enter would be what you are looking for I believe.
