I changed the direction from one to another web site address, and it is still pointing to the same one before I made the change; is there a delay/period of time that it take to have it be in effect?

In my limited experience, it takes time for all the servers to learn the new address. When I changed one a couple of years ago it took several hours and was told some traffic might take 24 hours to be correctly redirected.
Hope this helps.

Agreed with Frank3006 -

If you changed the nameservers, please allow 24 hours for the changes to propagate.

If you "changed the associated site" of your domain to another Homestead website, please allow up to 2 hours (it usually is a lot faster) for the change to take place.

Thanks, jon! Sometimes it can take a few hours for the associated site to resolve with the domain once it has been changed.
