Referencing your post for BigCommerce - Does this also apply to (ProStores) Storefront?

It does not. Prostores does not give you the access to do so.

OK...so we don't have access to the file, but is ProStore exposed to being indexed twice?

Since ProStores still needs to be 'somewhat' functional until BigCommerce is up and running, Google references a 'meta no index' tag for those who do not have access to the root server...do you recommend this? if so, do you know how it should be formatted?

Only if you are seeing that Google has listed you with 2 different URLs. You might need to enable Google Webmaster tools and Analytics as well to get the information.
Duplicate content is a possibility, but it is not a given. I wouldn't do extra work unless you see a problem.
