There are 3 main reasons why a credit card on file won't/can't be charged.
The first is making sure that the funds are available (which sounds like it isn't the case).
The second reason is that the billing zip code on the card is incorrect. This can happen if your city has more than 1 zip code, in this case you can check with your bank to make sure they don't have a slightly different zip code on their end or do a quick search for the zip codes for your area so you can try using a different zip code when putting the new card on file.
The third reason charges won't go through is because there is some sort of block on your bank's end. This block can be caused by the zip code being incorrect or a block specific to the charge from us. In these cases I would recommend contacting your bank and talking with them about the total charge from "Intuit Websites Services" and making sure they are aware of the charge and that isn't being blocked.
