how to upload a .html file to site?

How do I upload a HTML file to my site? I've been reading the community boards and it says to go to my File Manager, which is supposed to be under an Edit Site option that I don't seem to have on my Website Manager?  I also tried to use any of the Website Builder design templates and I keep getting a 404 error. 

Is this because I have a new account? Should I just wait a month for my payment to go through before I even try anything or do I have to constantly go through the Help option and get someone to make changes to my site for me? 

I have a Google Site I've already built and I just want to point my URL That I bought from homestead to it. But I can't seem to do that without having google verify that I actually own the domain, and I can't seem to get the verification process going because of Homestead's limited options for me. 

I have an HTML file I'd like to upload, if you can do that for me, let me know and I can send it to you.

Hello,

The only feature limited by the new account is the option to edit DNS, everything else should work fine.  However, WebsiteBuilder websites do not have a file manager like Sitebuilder plus does. If you are using this to verify your domain with google, you will need to use the DNS record.

I do recall adding the TXT record a few days ago, were they not able to verify with this record? 

correct. it is not being verified. 
Can we try adding a CNAME record to the DNS configuration to see if that works?

Of course. I have added that CNAME to the DNS. 
Thank you. it still isn't working. I think i'm going to wait until the first payment goes through and then see if that changes anything. If not, then I might have to cancel my account and request a refund. Will wait and see.
