When I opened Outlook 2016 it asked for my email address and password so that it could attemp to set up service.  Then it said "an encrypted connection is not available click next to try and unencrypted connection."  Shouldn't there be an encrypted connection, or what other steps should I try to setup the email with Outlook 2016?

From the topic linked below, please select Outlook 2013. It should be mostly the same. You will select IMAP or POP depending on your preference. You will want to use manual setup.

Do most prefer POP or IMAP?

It is up to you. If you use multiple devices to check email, then you may want IMAP. If you only use one computer, POP may be a better option. The link above has some information about the options.
